The requirements for document exchange vary among different countries when individuals seek to obtain local permits. Some jurisdictions allow for straightforward permit exchange without additional evaluations, while others may require applicants to fulfill specific criteria or participate in relevant programs..
Before the idea was scrapped in 2020 because it was illegal under current EU law, the Finnish government had announced plans to allow children as young as 15 to drive cars of up to 1500kg as long as they were fitted with a speed limiter set at 60 km/h. The new EU rules would allow Finland and any other Member State to go ahead with a ‘cars for kids’ programme, albeit with a lower speed limit and a slightly higher minimum age. Bizarrely the new EU rules would allow an even higher weight limit of 2500kg, potentially enabling 16-year-olds to drive a Mercedes G Class SUV to school, as long as it was speed-limited to 45 km/h.
Under existing rules across the EU, holders of driving licences issued in non-EU countries often need to re-take driving tests to be granted an EU driving licence after moving to the EU. In some cases, this can lead to experienced drivers having to spend a significant amount of time and money on taking a new driving test, and in some countries taking compulsory driving lessons before being able to take the test.
Instead, the Commission plans to draw a list of countries with similar road safety standards, whose drivers will be able to exchange their licences for EU ones without having to repeat the test.
In addition, the commission wants to ease the rules for people with driving licences issued in a country outside the EU. Usually, people moving to EU countries have to go through training and take the driving test again, a process that is particularly cumbersome in the Netherlands and which is further complicated by the fact that each EU country has different rules
