New EU driving licence rules would allow 16-year-olds to drive an SUV
ETSC is calling on the European Union to drop plans to allow children aged as young as 16 to drive any car that has been adapted with a speed-limiting device set at 45 km/h. The proposal, part of plans announced last month to revise driving licence rules in the EU, appears to be inspired by a Finnish legal proposal first put forward five years ago.

Before the idea was scrapped in 2020 because it was illegal under current EU law, the Finnish government had announced plans to allow children as young as 15 to drive cars of up to 1500kg as long as they were fitted with a speed limiter set at 60 km/h. The new EU rules would allow Finland and any other Member State to go ahead with a ‘cars for kids’ programme, albeit with a lower speed limit and a slightly higher minimum age. Bizarrely the new EU rules would allow an even higher weight limit of 2500kg, potentially enabling 16-year-olds to drive a Mercedes G Class SUV to school, as long as it was speed-limited to 45 km/h.

Foreign drivers could get simpler way to exchange licence under EU proposal
The EU Commission on Wednesday presented proposals for new EU driving licence rules which could make it easier for people from non-EU countries to swap their licences.

Under existing rules across the EU, holders of driving licences issued in non-EU countries often need to re-take driving tests to be granted an EU driving licence after moving to the EU. In some cases, this can lead to experienced drivers having to spend a significant amount of time and money on taking a new driving test, and in some countries taking compulsory driving lessons before being able to take the test.

Instead, the Commission plans to draw a list of countries with similar road safety standards, whose drivers will be able to exchange their licences for EU ones without having to repeat the test.

Brussels plans to ease rules on driving licences, introduce uniformity March 6, 2023
The European Commission has come up with a string of new measures covering driving and licences, including the introduction of electronic driving licences which are valid across the European Union, a lower minimum age for driving tests and measures to ensure that fines handed out in other EU countries are paid.

In addition, the commission wants to ease the rules for people with driving licences issued in a country outside the EU. Usually, people moving to EU countries have to go through training and take the driving test again, a process that is particularly cumbersome in the Netherlands and which is further complicated by the fact that each EU country has different rules

Instead, the Commission plans to draw a list of countries with similar road safety standards, whose drivers will be able to exchange their licences for EU ones without having to repeat the test. The new measures also suggest that people who take a driving test in an EU country but do not master its language could use an interpreter. In addition it could be make easier to take the exam in another country where they speak the language..
